[wms-dev] WMS/WFS with global or regional coverage?

We are currently implementing Catalog Services for the Web 2.0(.1) in
GeoNetwork opensource. I think a mayor reason why CSW has not been
implemented much so far is that the ISO19139 schema used in the
ISO19115/19119 profile is still an old draft and a final one is not
finished yet. We now work with a very latest draft and hope we won't
have to make a lot of changes when 19139 is finally released...
We'll also release a client API for CSW 2.0 once ready.
CSW 1.0 has already been implemented in GeoNetwork opensource, but
its not suited for service discovery.
Anyone any suggestions on the best possible format for a list of
servers? Can something like Web Map Context be of any use, or should
it be an ISO19119 formatted record?
