Steve,
The issues you've raised are very interesting and something we've been
thinking about at NRL. We have done some reasearch into the OGC CAT
area, and a programmatic interface for adressing exactly the things
you've raised is needed. From my personal interpretation, as well as
some articles and blog entries related to OGC stuff, the OGC CAT
attempts to solve these issues, but it seems that a OGC CATclient
implementation would still need to be somewhat catered to a particular
OGC CAT server, such as the National Map you've cited. Whereas a WMS
client should work with any WMS server if implemented correctly, an OGC
CAT client needs to be aware of the server's information model (OGC
Filter capabilities, etc.). Interoperability seems to be an issue, and
perhaps that is why there haven't been as many implementations of the
OGC CAT as WMS or WFS. I'm still trying to get my head around the OGC
CAT for the GIDB Portal, but very soon we'll have the basic capability
for users to search the vast collection of WMS sources by keywords and
bounding box.
By "capabilities file abstracts", did you mean the XML Capabilities
files? They are linked from
http://columbo.nrlssc.navy.mil/ogcwms/servlet/WMSServlet?REQUEST=ServiceLinks
(to the right of the page). There are no access constraints to the WMS
sources listed.
