Thanks John, the OGC Survey is a good resource.  I still feel there are some 
good resources I might be missing.

That reminds me: you may be able to build on others' work in this regard:
    http://www.refractions.net/white_papers/ogcsurvey/
The Refractions people use the Google API to find WMS servers, whose 
Capabilities they fetch, parse, and store in a database. Maybe you can 
query that database -- or ask them to.

Asking on lists like this one remains valuable, of course, because many 
WMS servers aren't really "on the World Wide Web" in that there's no 
hypertext link to them anywhere (so Google would never find them).
