There is indeed a desire to define a profile of GML for GFI responses.  It 
might be "recommended" rather than "mandatory" (in keeping with the GetMap 
response formats). Other GFI formats could also be offered at service 
provider's discretion.

Such a change can only happen with a specific change proposal and 
interoperability proof-of-concept implementations by different server and 
client developers.  OGC members are welcome to participate in this type of 
activity. In the absence of a Testbed focusing on WMS enhancements, I 
believe this could happen either as a formal Interoperability Experiment 
<http://www.opengeospatial.org/about/?page=ip&view=ie> or as an ad hoc 
collaboration.
