[georss] GeoAtom (split from Re: GeoRSS Location References)

Well, this may be true WRT Atom but changing "names" in mid-stream is a
dangerous enterprise - especially when GeoRSS name recognition and
branding is to the point where procurement language is now specifying
"GeoRSS".
