just some anecdotal notes:

GeoPress has an increasing number of users, including some public media
services. There are also GeoRSS modules for Drupal, Joomla, and other CMS's.
Safe FME added it, and various other converters that make it an "accepted"
and "common" format.
GeoNames charges for their RSS-to-GeoRSS at 4-credits per geotagged item
(where a credit is a geocoding query to their nominal system).
There is also a growing use of the <georss> elements in arbitrary XML.
FireEagle is a recent service that exemplifies this. So it's also served as
a very lightweight format for including Geometry in XML.
