OWL and RDF were designed such that RDF-only folk should be able to use 
an OWL-based vocabulary, and vice versa. Do you really need the vocab to 
be devoid of any OWL? Why? or do you just want them to use rdfs:Class 
etc in addition to terms from the OWL namespace?
