I expect that a web-based poll would be subject to a larger
participating audience. Sending an email takes time, but a yes/no poll
is simple. I'd say that we're likely to see a case where although only
15 people participate in the list, we'd see a larger participation in a
web-based vote.
But that's just my guess, and my opinion doesn't make rules here :)
