This example sounds similar to what I proposed to wms-dev for
standardization recently to launch a WMS client/viewer

You see there that in addition to a bbox query there is a center point and
an (optional) zoom factor.

Be aware of the use case though: The response of these examples are
parametrised webapplications. But what we rather expect here is an XML file
in an online distributed query. This is opposed to harvesting where there
are existing protocols like WFS simple or OAI-PMH (see e.g.
http://gis.hsr.ch/wiki/OAI-PMH for a comparison).

So, for online distributed queries consider perhaps WFS simple (too) or
http://www.loc.gov/standards/sru/ which all already have spatio-temporal
query capabilities.
