Hi Raj-
I started one already (see previous email from earlier today). Feel free to use it. You might want to replace the georss:where node with something else considering that the gml geometries don't conform to the georss "standard". Also, it'd be nice to annotate the individual geometries with a corresponding gml spec number/id. Again, the link is here:
