[georss] KML into OGC - OpenSearch for SWE

Andrew, Mikel,
This is great for Mapufacture, as an aggregator, to offer local
search capability using OpenSearch.
If we could formalize the OpenSearch extensions, this would allow an
optional distributed search back to the remote nodes. You may not
have aggregated those feeds for some reasons...
So the SWE themselves need to support OpenSearch. The bbox
capability will put us to par with WFS-Simple.
There is probably more we can do!
