[georss] was kml reference placemarks - now KML into OGC

Once KML is in OGC, Google has one vote just like every other voting  
member. Sure there are some politics at work (as there are in any  
group of more than one human being), but the bottom line is that in  
the end there's a (mostly) democratic vote.
