While it doesn't do things the way you want (XSD/XSLT) you may want to
look at FeatureServer.
 
http://featureserver.org/
 
It does much of what you want using a different approach, apart from the
non-simple features.
 
You also may want to consider a "loose" approach to parsing GeoRSS.
Relying on compliance may limit the applications of your tool.
