I'm going with the theory that icons are not styling, they are markup.
This is the approach taken by HTML/XHTML/CSS/SVG/VML. You could also
argue that this is the approach taken by Atom with its <atom:icon>
element. Since I'm rendering maps in browser, I want to stick with
browser conventions.

The more I think about it, I think its probably best not to use KML
since KML considers icons to be styling. And once you take that step,
you open a whole can of worms about using KML to style other geometries.
So I'm leaning towards 2 conclusions:
* icons are not styling in the context of GeoRSS and Atom feeds (no idea
about RSS - assumedly the same?)
* styling GeoRss geoemtries should come from some external source such
as CSS, SLD or whatever....but its out of scope for GeoRss.
How's that sound?
