[georss] geoRSS v2

Hi Byron - it was going to be GeoRSS v1.1 - with updates to handling
of multiple geometry and time. I don't believe this actually was
resolved. Unfortunately, the proposals were never recorded and put
into the Drupal system to be commented on. Hopefully this can come
this summer.

I think there are several exciting things on the near horizon too with
better understanding of integration aspects between GeoRSS, KML, and
HTML.
