[georss] site changes

I notice in the new Drupal-based site the content for the "Model"  
page is now visible by clicking on "Encodings" or "Usage". It took me  
awhile to figure this out and I don't think it's intuitive (I don't  
think it's good to have any real content on those top-level bullets  
actually).

A second related comment is the obscurity of the additional tags like  
featuretypetag and relationshiptag. Their description is buried at  
the bottom of the model page. There's a few usage examples on the  
Simple page, and no examples with GML.

I suggest that:
1. tags are moved to their own page
2. model and tags are moved to their own section with a top-level  
heading
3. everyone creates at least one example for http://georss.org/examples
