OGC Publish-Subscribe Services.
Since we (OGC-OWS-4 SWE) did not want to modify the specification for the
Sensor Alert Service (targeted for SOS), we decided to change the name to
OPS-B(asic).
We have a reference implementation on eo1.geobliki.com and a reference
document was generated for the demo.
