[georss] What's next--a query API

After Ron's message I looked this up, and it turns out the WFS specification
(version 1.1, page 95) does have a little-known URL encoding of exactly this
format, including the optional specification of the SRS (unlike WMS which
requires the SRS).

So I guess we both learned something about WFS tonight (for those of you who
don't know, Jeff used to work for OGC, and I currently work for them, so
even OGC staffers don't know all the nooks and crannies of every
specification).
