[georss] GeoRSS and time

Perhaps we need to approach the Atom folks via the IETF (or Tim Bray) if we 
have any suggestions, requirements, or issues that need discussion.

In terms of date/time, do the RSS standards use ISO Date Time (8601)? I am 
assuming that they would. Showing my naiveté  here . . .
