[georss] Commas and radius in the spec.

Raj, Your confusing me both in a objectionable as well as a positive way: To
my understanding, currently commas are allowed in GeoRSS Simple (though not
clear enough) and disallowed in Pro/GML. Now you give an example, where the
latter allows 'pair separators' different from whitespaces too. That's fine,
but my inclination to a 'coord pair separator' is readability as well as
syntactical support especially in pos/coord lists within GeoRSS Simple.
