Yes granularity is what I have in mind. For a lot of features lat/lng is 
not really appropriate. If you want to be informed about an event or job 
you don't use lat/lng and polygons - unless you are a gis geek. Ordinary 
people want to enter a country/state/city sometimes postal code.
I have to admit, however, I have not thought about Flinn-Engdahl 
regions. This is going to make it slightly more complex.
