[georss] Transport of Toponyms with GeoRSS

I've added a ticket to the GeoRSS trac, so this issue isn't forgotten .. http://www.georss.org/trac/trac.cgi/ticket/31

Additionally, I added a link within the wiki to this discussion of Toponyms.

The idea is that all unresolved discussions should be collected in some form, so that we can revisit them again, after digesting the discussion for a while.
Feel free to add more unresolved issues, or tickets for things which need doing.

P.s., the featuretypetag is mentioned on http://www.georss.org/model.html,
but I don't see it used in any examples. It is, however, in the XML schema
here: http://www.georss.org/gml.html#gmlappschema.
