[georss] Transport of Toponyms with GeoRSS

This seems like a reasonable, basic request for a feature that doesn't have
a good place in the regular RSS content--it's intimately tied to the
location element. I think it should be an attribute on the where element,
e.g. <georss:where placename="Paris">.

We do have an optional <where> attribute called featuretypetag that could be
used, but the semantics are not exactly the same.
